Measurement of teaching and research outputs in higher education

This paper focuses on the issues involved in the measurement of university outputs, especially teaching and research outputs. It gives descriptions of university outputs by various higher education economists and goes on to describe the conceptual and practical problems of measurement of research and teaching outputs in higher education. Besides describing the measurement methods currently in use, their general features, advantages and weaknesses, the methods developed by the author to measure teaching output and research activity are also discussed. The UK university system as it existed prior to 1993 provided the background for the author to develop the measurement methods for university outputs. The author concludes that while measurement methods for teaching are not contentious, those used for research output are still not sufficiently comprehensive and therefore likely to be controversial. Researchers need to give more thought to this issue in order to come up with a generally acceptable method.
